Macheath est le chef des Voleurs. Avec ses sbires, il a pour habitude de s’en prendre à La Banque de la ville. La police, totalement corrompue ne peut rien contre lui. Mais un jour un policier décide de mettre un terme à la carrière de Macheat. Au même moment La Banque fait faillite. Macheat décide alors qu’il est temps pour lui de rentrer dans le rang : avec l’argent amassé au cours de sa carrière de voleur il achète La Banque et épouse la fille du chef des Mendiants.
